إن الصحة النفسية للمواطنين لا تُصنع فقط بالدواء والعلاج، بل تُبنى أولًا في ظل مجتمع يسوده العدل والأمان.
فحين يشعر الإنسان أن حقوقه مصونة، وأن كرامته محفوظة، وأنه يعيش في بيئة عادلة وآمنة… يزدهر عقله وقلبه، ويصبح أكثر عطاءً وإبداعًا.
العدل يزرع الطمأنينة…
والأمان يزرع الثقة…
ومن الطمأنينة والثقة تولد قوة الشعوب.
إن الأمة التي توفر العدل والأمان لأبنائها، تزرع فيهم راحة نفسية تجعلهم قادرين على:
التعلم والإبداع بلا خوف.
الإنتاج بلا قلق.
بناء مستقبل مشرق بثقة ويقين.
ولهذا نؤكد أن الصحة النفسية ليست مجرد حق إنساني فردي، بل هي مشروع وطني ومفتاح لتقدم الأمم.
وإن أقوى استثمار يمكن أن تقدمه أي دولة لشعبها… هو أن تضمن له عدلاً يرفع عنه الظلم، وأمانًا يحميه من الخوف.
فلنضع الإنسان في قلب كل السياسات، لأنه حين يستقر داخليًا، تنهض معه الأوطان بأكملها.

Mental health is not built solely through medicine and treatment; it is first nurtured within a society governed by justice and security.
When individuals feel that their rights are safeguarded, their dignity preserved, and that they live in a just and safe environment… their minds and hearts flourish, making them more giving and creative.
Justice plants serenity…
Security plants trust…
And from serenity and trust, the strength of nations is born.
A nation that provides its people with justice and security instills in them the mental well-being needed to:
Learn and create without fear.
Produce without anxiety.
Build a bright future with confidence and certainty.
We therefore affirm that mental health is not merely an individual human right, but a national project and a key to the progress of nations.
The greatest investment any state can make for its people is to guarantee them justice that removes oppression, and security that shields them from fear.
Let us place the human being at the heart of all policies, for when the individual is internally at peace, entire nations rise with him.
